A very simple and excellent arrangement is adopted at the Straits under the Suitors' Fund Ord. 1891, by which all the Court Monies are handed to the Treasurer, which allows 2½% to the Suitors, & makes what it can for itself. Is this not itself a good use? Suggest adoption of similar arrangement.
2. Write to Attorney General of Hongkong (sending copy of the Ord. in 24103/2, & also of Attorney General's opinion thereupon & suggesting that he should obtain from the Straits copies of the Rules under that Ord) and say that all these Court Monies must be included in the returns of Bank Balances as at the Straits where this matter is done within the authorized limits, and also be included in Assets and liabilities, sending specimen of Straits Returns of this nature herewith in 17487/93.
